New Australian student visa rules keep a family exemption for Filipino applicants
Australia's new Student visa rules took effect on 2 October, stopping most applicants from bringing partners or children, but nationals of ASEAN countries including the Philippines remain eligible to include family members if they apply together from the same location.
New Australian Student visa rules took effect on 2 October 2026, tightening conditions for international students and their families while preserving an exemption for eligible Philippine nationals, The Philippine Times reported. Under the changes, most Student visa applicants can no longer include partners or children in new applications unless they qualify for an exemption.
Nationals of ASEAN countries, including the Philippines, are among those eligible to include family members, subject to visa requirements. The Department of Home Affairs lists the exemptions as PhD students, Department of Foreign Affairs and Trade (DFAT) or Defence-sponsored students, foreign government scholarship recipients, and eligible students from Pacific countries and ASEAN member countries.
Exempt family members must apply at the same time and from the same location as the primary applicant. Home Affairs says current Student visa holders can no longer add family members after their visa has been granted, and there are no exemptions to that rule. Applications lodged before 2 October will be assessed under the rules that applied when they were submitted, and transitional provisions apply to certain families already in Australia.
Students seeking to change education providers face interim restrictions on transfers during the first 12 months of their principal course, with a new transfer visa process planned from 1 July 2027. Assistant Minister for International Education Julian Hill said the changes were designed to address misuse of the international education system. The Philippine Times noted that the ASEAN exemption is not an unconditional right to bring family members, and advised Filipino students to review their eligibility on the Home Affairs website before making plans.
