Philippine consulate briefs Filipino Chicago Public Schools teachers on J-1 two-year home residency rule
The Philippine Consulate General in Chicago and Chicago Public Schools held a post-arrival orientation for 69 Filipino teachers on 15 October, where the Commission on Filipinos Overseas reminded J-1 exchange teachers of the two-year home-country physical presence requirement.
The Philippine Consulate General in Chicago, in collaboration with Chicago Public Schools (CPS), held a Post-Arrival Orientation Seminar for Filipino teachers of CPS on 15 October at the CPS Garfield Park Offices Gymnasium in Chicago, Illinois, the consulate said. It said 69 teachers attended, including those who arrived in 2026 and those who arrived in 2025 but could not attend the previous year's orientation.
Kristine Gacer of the Commission on Filipinos Overseas (CFO), who joined from Manila, explained the two-year home-country physical presence requirement, INQUIRER.net USA reported. Under the rule, certain J-1 visa holders must return to their home country for at least two years before becoming eligible for certain US immigration benefits, unless they obtain a waiver. Gacer also outlined the guidelines for issuing No Objection Statements to participants seeking a waiver.
The CFO said following the rule helps protect the integrity of the exchange program and ensures future Filipino teachers can continue to access similar opportunities. More than 50,000 Filipinos have joined the US Exchange Visitor Program over the past 10 years, with teachers among the biggest groups of participants, according to the CFO.
Consul General Melanie Rita B. Diano welcomed the teachers as cultural ambassadors and encouraged them to comply with pertinent laws and regulations. Attorney Eileen Momblanco of the Filipino American Lawyers Association of Chicago discussed the rights and responsibilities of residents in Illinois and the US, while representatives of the Social Security System and the Pag-IBIG Fund presented services for overseas Filipinos.
