Philippine government executives study UAE public-service practices on leadership visit to Dubai and Abu Dhabi

By Kislap Editorial ·

Philippine government executives spent a week in the United Arab Emirates on the Philippines Executive Leadership Program 2026, a study visit run by the UAE Government Experience Exchange Office, building project proposals on investment, skills, digital transformation, AI and public services.

Philippine government executives spent a week in the United Arab Emirates on the Philippines Executive Leadership Program 2026 study visit, which took place from October 11 to 17 with stops in Dubai and Abu Dhabi, according to the Philippine government as reported by The Global Filipino Magazine. The program is run by the UAE Government Experience Exchange Office (UAE-GEEO).

Working in mixed teams, participants built practical project proposals on investment and economic development, community empowerment, employment pathways and skills development, digital transformation, AI, government service development, and public-private partnerships.

What the program covered

The Emirates News Agency (WAM) said the program combines virtual sessions with field visits to the UAE, covering digital transformation and artificial intelligence, public policy innovation, shaping the future, government service design, and leadership and decision-making. Participants explored practices developed by 15 leading government entities, WAM reported, including the Prime Minister’s Office at the Ministry of Cabinet Affairs, TAMM Abu Dhabi, Dubai Future Foundation and Masdar.

Three of the participants came from the Office of the Executive Secretary: Deputy Executive Secretary Danielle Marie Rieza-Culangen, Undersecretary Erwin D. Sta. Ana and Assistant Secretary Alemar I. Mosquito.

Mohamed bin Taliah, the UAE’s Assistant Minister of Cabinet Affairs for Government Experience Exchange, told WAM:

“The Philippines Executive Leadership Programme participants' visit to the UAE provided valuable opportunities to explore the country's leading government practices and gain the knowledge needed to develop strategic projects and initiatives across various fields of government work.”

Lessons for reforms at home

Malacañang tied the trip to an order from President Ferdinand R. Marcos Jr. to build stronger leadership across the bureaucracy, update the way public services are run, and get help to Filipinos faster. Officials said lessons from the Emirates are expected to feed into reforms back home.

The leadership program falls under a government experience exchange partnership between the two countries. Since the partnership started, it has held 104 workshops and trained 257 government officials and leaders, WAM reported.
