PSA's APCAS digital system speeds up fixes to typos in birth certificates and civil records

By Kislap Editorial ·

The Philippine Statistics Authority's Administrative Petition for Correction Automated System (APCAS) digitises petitions to correct clerical errors, first names, birth day and month, and sex entries in civil registry documents, which the PSA says has made processing 80% faster than manual processing.

Spot.ph has put the spotlight back on a Philippine Statistics Authority (PSA) system that can speed up administrative corrections for birth certificates and other civil registry documents. In its guide, Spot.ph says what once took months can now take up to 80% less time.

The system is the Administrative Petition for Correction Automated System (APCAS), a web-based system that supports the operations of Local Civil Registry Offices (LCROs). The PSA says it is designed to help LCROs digitize and streamline the manual processing of administrative petitions for correction of clerical errors and change of first names.

APCAS handles petitions covered by Republic Act No. 9048 and RA 10172. According to the Philippine Daily Inquirer, RA 9048 allows the civil registrar to correct clerical or typographical errors and change the first name or nickname of a person, while RA 10172 added corrections in the day and month of birth, as well as the sex of a person.

Fewer steps, less paperwork

Correction petitions reach around 150,000 to 180,000 annually and were processed manually before the system's rollout, PSA Undersecretary Claire Dennis Mapa said, as reported by the Inquirer. The system reduces processing steps from 12 to 6, and it protects sensitive personal information through a secure virtual private network and multifactor authentication. A gender-inclusive feature allows users to attach medical certification for changes in sex classification where applicable.

Piloted in 2024, APCAS automates the processing of petitions, from encoding to decision, with search and tracking features and an audit log that triggers timely action on pending petitions. The PSA says APCAS has made petition processing 80% faster than manual processing. As of 30 April 2026, a total of 5,916 petitions had been processed and released through APCAS, with 201 LCROs already using the system.

Rollout continues in the provinces

Local offices are still being brought on board. The Daily Guardian reported that PSA-Negros Occidental completed its series of APCAS training sessions with a final two-day training held Sept. 2 in Hinigaran, after earlier sessions in Sipalay City on Aug. 5 and Cauayan on Aug. 26. Participants set up a virtual private network connection, practised with dummy petitions, then encoded an actual client's petition.

Filing a petition, including from abroad

  • If born in the Philippines, file at the civil registry office where the birth certificate is registered.
  • If born abroad, file at the Philippine Consulate Office where the birth is reported.
  • The document owner (if legal age), their spouse, children, parents, siblings, guardian, grandparents or another person duly authorized by law or by the owner (SPA) may file.
  • Bring at least two (2) public or private documents showing the correct entry or entries upon which the correction or change shall be based.

Atty. Eliezer P. Ambatali, Director III of the PSA's Legal Service, said every corrected civil registry record represents a Filipino gaining access to education, employment, or benefits they might have been denied because of simple errors, and called on all local government units to onboard with the PSA for APCAS.
